Cercle Énergie's raison d'être

Within Impact France, the leading organization of committed business leaders, which for years has been defending an economic model that meets social and ecological challenges, the energy sector deserved a dedicated space. A space capable of uniting all those who, every day, work to transform our energy system: producers, suppliers, network operators, players in storage, sobriety, energy efficiency and innovation.

The Cercle Énergie is a unique opportunity to unite these players, of all sizes and from all parts of the country, around a shared ambition: to promote a common path towards a low-carbon, sober and fair energy system, in line with France's and Europe's climate objectives.

In less than a year, nearly a hundred organizations have joined the dynamic. This diversity is our strength: it enables us to accurately represent the realities on the ground, and to adopt common, concrete and realistic positions.

A first structuring white paper

Since its creation in 2024, the Cercle Énergie has been committed to dialogue and advocacy to promote an ambitious and pragmatic vision of the energy transition. After several months of collective work, the members drew up a White Paper, the Cercle's strategic compass, articulated around the movement's founding values: common interest, sobriety, sharing and transparency.

"Thanks to its cross-disciplinary vision of economic dynamics, the Impact France Movement brings a systemic approach that is indispensable and complementary to sectoral expertise in building a fair, coherent and ambitious transition" Stéphane Cicolella Managing Director, Elmy

On this basis, three work priorities have been identified:

‍- Stability of energy policies: to achieve fossil fuel reduction targets, it is crucial to have a stable and legible regulatory framework. This makes it possible to secure investments, encourage innovation and build a robust energy strategy, based on the development of decarbonized energies and the electrification of uses.‍

- Energy demand management: We need a policy that combines sobriety, efficiency, flexibility and awareness. It strengthens the resilience of territories and promotes an accepted transition, thanks to cooperation between public and private, national and local players.

- Fair and transparent low-carbon consumption: The transition must be fair and understandable to all. It requires support for vulnerable groups, clarity on costs and tariffs, and enhanced public debate to ensure collective support and the success of infrastructure projects.

"I'm convinced that collective work is essential to accelerate the energy transition, and Impact France's Cercle Energie is a catalyst for federating all players in the industry." Julien Tchernia, co-founder and chairman of Ekwateur

This first deliverable confirmed the relevance of our approach: linking field expertise, entrepreneurial commitment and public decision-making. Since then, the Cercle Énergie has pursued its action through regular meetings, peer-to-peer exchanges and structuring advocacy work. Together, we assert that an energy model that meets the challenges of our time is possible, provided we join forces, speak with one voice, and make our influence felt in the public debate.
